The Historically Underutilized Business Zone (HUBZone) Program
HUBZones are areas of the country designated by the government as economically disadvantaged because of high unemployment, poverty, and other conditions. The HUBZone program was enacted into law as part of the Small Business Reauthorization Act of 1997. The SBA regulates and implements the program, determines which businesses are eligible to receive HUBZone contracts, maintains a listing of qualified HUBZone small businesses federal agencies can use to locate vendors, and adjudicates protests of eligibility to receive HUBZone contracts. The program applies to all federal departments and agencies. The government has established a goal of 3 percent of prime contract dollars being awarded to HUBZone businesses.

A Sole Source award to a HUBZone concern can be made if:
1. The contracting officer does not have a reasonable expectation that offers would be received from two or more HUBZone small business concerns
2. The anticipated price of the contract, including options, will not exceed $4 million for a requirement within 8 Consulting’s NAICS codes
3. The requirement is not currently being performed by an 8(a) participant
4. The acquisition is greater than $3,000
